Introduction
The challenges to implementing PPP projects in Tobago are clearly defined. The island lacks a suitable legal framework policy for public-private partnership (PPP) projects. Furthermore, the THA lacks access to experienced private-sector partners who can help them realize their development goals.

A New Tobago PPP Framework Policy
To implement PPP projects in Tobago, a suitable PPP framework policy is required. Therefore, a qualified legal professional, with experience in drafting policies, guidelines, and regulations for PPP projects will be required to amend the existing THA PPP framework policy. Furthermore, the new policy would need to be aligned with the Public Procurement and Disposal of Public Property (PPDPP) Act 2015 and give the THA the ability to implement PPP projects at its level of national governance. A successful model of PPP legislation in the Latin American and Caribbean region is the Brazil Federal Law No. 11,079/2004 (Brazil's PPP Law) which provides the legal framework for executing PPP projects in Brazil. This law allows government entities at the federal, state, and municipal levels to enter into partnerships with private entities for the execution of public infrastructure projects. Therefore, the THA will benefit from a PPP policy that gives government entities at its level the ability to implement PPP projects.

Successful PPP Projects and Private-Sector Partners
The THA needs suitable private-sector partners to assist with the implementation of PPP projects in Tobago. Unfortunately, due to the lack of successful PPP projects in Trinidad and Tobago, local private-sector entities have little experience delivering large and complex infrastructural PPP projects. Therefore, the THA would benefit from meeting with experienced PPP private-sector partners and learning from government entities that have successfully implemented PPP projects. Fortunately, there are PPP Units in Brazil that have worked with private partners to produce structurally complex public-sector infrastructure. As such, the Tobago House of Assembly would benefit from meeting with and learning from these government entities. To this end, representatives of the THA should meet with the PPP units of Brazil and their private sector partners to learn how to successfully conduct large and complex PPP projects.

Conclusion
The Tobago House of Assembly needs a structured legal framework policy, that is aligned with national legislation if it is to successfully manage PPP projects. Furthermore, the THA needs to learn from successful PPP projects in the Latin American and Caribbean regions and meet their private-sector partners.
